[eclipse-pmc] Philippe Mulet as the new Eclipse PMC lead

Mike, 

The Eclipse PMC recently voted to have
Philippe take the role of PMC lead.  According to the development
process etc we understand that the EMO and Board have to approve of this
change.  Can you please set the wheels in motion?  Let me know
if you need more information or have questions.
