In order to fix https://bugs.eclipse.org/bugs/show_bug.cgi?id=162999, I am
requesting permission to add an optional "priority" attribute to the
actionProvider element under org.eclipse.ui.navigator.navigatorContent. The
Java API already supports it, but until now it's only been used when the
element was nested under a <navigatorContent /> extension. The change is
additive, will not break existing clients, and will support an important
use case from the Data Tools Platform project.
