[eclipse-pmc] Request two new code formatter constants

GOALS/BENEFITS:
- Add more flexibility to the code formatter.
The corresponding implementation might only be done between M6 and M7. But 
the constants need to be defined in order to be exposed in the code 
formatter preference page.
