[eclipse-pmc] API Request: API addition for new decoration ids in JFace

The request is to add a public field
to FieldDecorationRegistry to allow clients to access a field decoration
showing that information is available for a field.
To date, we have provided public fields
for id's for common graphics in the registry.  An alternative is discussed
in the bug.
