[eclipse-pmc] Debug API change request: bug 176430

Debug introduced new API in 3.3 in support of "simplifying launching for 
novice users". The API allows tools to set and get a default launch 
configuration for a specific resource. We would like to remove this API as 
we are no longer using it. Rather than launching a "default" configuration 
associated with a resource the platform launches the most recently 
launched configuration associated with a resource. Details can be found in
