I can only confirm that error.

We're mirroring from download.eclipse.org which resolves to
198.41.30.199 for us (though I don't think there is any geodns magic
there), so this error is probably perfectly synced between the 3 master
sites download.eclipse.org, rsync.osuosl.org and rsync.gtlib.gatech.edu.

I can also confirm the annoyedness caused by the practically permanently
broken state of the eclipse rsync master sites that makes it impossible
to check whether there is anything seriously broken or its just their
"default state" brokenness.
