[eclipse-mirrors] rsync access for mirror.ufs.ac.za

For the last few days the rsync job fails with the following error:

@ERROR: access denied to eclipseMirror from UNKNOWN (196.255.240.40)

Kindly update the acl to allow access from 196.255.240.40/24.
