[eclipse-mirrors] When to make an internal mirror?

At about how many workstations should we start using an internal mirror?

Currently we mirror other sites for internal use, by setting the bw-limit option
to 100k, would this be an appropiate setting for eclipse?

Also where do we find docs on how to configure (not manually select each time)
our eclipse installs to use the local mirror (outside of DNS hacking).
