Then, why don't you just mirror from one of the public mirror that allow anonymous rsync access? For example:

 rsync ftp.ibiblio.org::pub/mirrors/eclipse/callisto/

Sure, you have to find a reliable mirror and you will get the updates a little later. But as long this rsync mirror is updated frequently enough for your needs, It is probably not a problem for you.

And for the IP, if the connection goes thru a proxy, you can easily make the IP anonymous (whitin an IP range).
