[eclipse-ide-wg] Eclipse Foundation Working Group Process Amendments

Dear Working Group Members:

As part of our regular updates to our governance policies and processes, the Board is considering updates to our Working Group Process. These changes are about making things clearer, simpler, and more consistent for everyone involved as well as to align with the upcoming changes to the Eclipse Foundation Bylaws 

Upcoming Changes

  • Better clarify how funds contributed to working groups are leveraged in delivering the Foundation’s commitments made in the annual program plans.

  • Updates to standardize the role of Technical Advisory Committee (TAC) within the governance frameworks of those working groups that choose to have such a committee.  Note: Such a committee is not a requirement for new or existing working groups.

  • Clarify rules around the right of Strategic Members to appoint alternates to committees.

  • Simplify routine updates to Charters with respect to small “errata” changes (like fixing typos or updating URLs) to be made directly by the Eclipse Foundation.  All non-routine changes still require Steering Committee approval.

  • Clarify creation of new committees and subcommittees within working groups.

Revisions to the Working Group Process requires Board approval.

Additional Changes Forthcoming

While not technically changes to the current Process, we intend to implement a number of additional changes that will make engaging with members simpler.

  • Introduce a smoother way for new members to join both the Eclipse Foundation and a Working Group at the same time (one-step process).

  • Standardize Working Group Fees in Euros.  By converting all working group fees to Euros and eliminating USD fees, we will eliminate the oddity of our current practice of invoicing in two currencies. Approval of the timing of this change for impacted working groups will be decided by the respective Steering Committee.

Information Sessions

We will be holding two information sessions to explain and solicit input on these amendments and upcoming changes, ensuring all working group members are fully informed and have a chance to provide input.
