[eclipse-dev] Declare 4.26 RC1

Hello all,

Sorry for the delay. Build issues have been resolved and we have an I-build for RC1, though it should be noted that I have created this issue so we can start the sign off process before the tests have finished. Hopefully everything goes well but I will let everyone know if there are any further issues.
