Thanks to Conrad Groth and Alexandr Miloslavskiy for finishing this
patch in SWT. Thanks also to Niraj for the review and final touches.

With this SWT patch we could finally enable dark scrollbars in the
dark theme for Windows users. Result attached. This will be a big
thing for our dark theme users.
