[eclipse-dev] Rules of Engagement for Maintenance Releases

This is a reminder of what the PMC already
communicated in the last architecture call: All non-doc changes that go
into a maintenance release must be reviewed by an additional committer,
who sets the review+ flag on the corresponding bug report.

Additional things to keep in mind:
- set the correct API baseline (see
[1] for details)
- update bundle and pom version if necessary
(see [2] for details and [3] for the POM version tool)
