This is a reminder that we are now in
the RC3 phase of the Helios end-game, which means:

 - Two additional committers and
a component lead must approve all non-doc changes
 - Two additional committers must
review each non-doc change
 - All non-doc fixes must have
a bug report and the bug # must be sent to the platform-releng-dev mailing
list

The fix pass starts on May 26 after
the Mon/Tues test pass. All the details are available in the end-game plan:
