[eclipse-dev] Galileo SR1 includes minor ICU update

In Eclipse 3.5.1 (Galileo SR1) we will be picking up an ICU4J fix pack
that includes a fix for
https://bugs.eclipse.org/bugs/show_bug.cgi?id=276313 and some new
tzdata.  We have a CQ open:
https://dev.eclipse.org/ipzilla/show_bug.cgi?id=3487

This is not even a micro increment, the version will remain 4.0.1.
Just the build date will increase from:
com.ibm.icu_4.0.1.v20090415 to com.ibm.icu_4.0.1.v20090717
