sends me a mail a few hours before build every tuesday morning.

We have reduced the number of automated build messages that get sent to
eclipse-dev. 

The changes are: 

Nightly builds only send email if there are compile errors or automated
test errors. 

Integration builds only send a "Start" message for rebuilds,
not the regularly scheduled Tuesday 8:00 am build start.
