[eclipse-dev] Java built state format change

In today's integration build, we have released a change to the Java builder
which will cause old built states to become obsolete (and thus ignored).
Therefore, if you are reusing an existing workspace, you will have to force
a full build so as to work normally.

We may want to improve transitioning in the future (i.e. provide a more
helpful hint to the user)
