[ecf-dev] Mat Booth as ECF committer

Hi Folks,

Mat Booth has been the primary ECF release engineer for several years 
now, and he would like to become a committer so as to more easily work 
with the ECF source and meta-data.

I hereby nominate Mat to become a new ECF committer.

Barring any objections from ECF committers here in the next few days I 
will make Mat an ECF committer.
