Fixed with commit
http://git.eclipse.org/c/ecf/org.eclipse.ecf.git/commit/?id=decf7ec31644641fe0324ae010250d7af8dde1d3
by adding ECF's only p2 repo to the .rsa search path. This one is used
by the tests.
