No, Mylyn is not in the Eclipse Classic SDK package.  It is in several 
of the other packages at http://www.eclipse.org/downloads/ (including 
the Eclipse IDE for Java EE Developers and Eclipse IDE for Java 
Developers), along with contributions from other projects (e.g. web tools.

Actually, as far as I know, ECF is the only project that contributes 
bundles to the Eclipse Classic SDK other than the platform 
project...this is for supporting the p2 filetransfer.
