[ecf-dev] Kick up discovery EE to CDC-1.1/Foundation-1.1

Hi all,

Scott and me have been discussing the API design of ECF discovery 2.0
lately [1] and we feel that we need more opinions whether it makes sense
to change the ECF discovery EE to CDC-1.1/Foundation-1.1. So please
comment on [1].
