[e4-dev] e4 Builds not promoted to http://download.eclipse.org/e4/update

Hi,

Our e4-Builds are not published to the preconfigured update-site which 
makes it unecessarily hard for people to install e.g. the model tooling.

Beside that the naming "e4 0.11 Updates" is wrong too.
