      Make MakeHandlersGo go
This was a path through the commands framework occasionally used by Text and PDE [1].

Bug 348798 - 
      The timer code in HandledContributionItem creates enourmous numbers of GC'able objects
These temporary objects were being disposed correctly and GC'ed, but made it look like eclipse was leaking when the Heap status was viewed.  The fix is more performant and does not consume as much memory as quickly.
