[e4-dev] Build submission for I20090716-1930 - No write access

Hello,
I tried to release some bug fixes for v20090716-1930 as follows:
The map file has been updated for the following Bug changes:
+ Bug 269404. Navigator improvements should be brought to the CNF and
its extensions (NEW)
+ Bug 271910. Renaming a project causes the path variables to be changed
unexpectedly (NEW)
The following projects have changed:
org.eclipse.core.resources
org.eclipse.ui.navigator.resources
org.eclipse.ui.navigator
But it seems I don't write access anymore in e4:

Is the branch purposefully locked for commits or should I petition
someone about the write access.
