[dtp-pmc] Resignation from DTP PMC, committer

EMO, PMC,

Since I am now not contributing to DTP, nor do I plan to start
contributing in the foreseeable future, I hereby resign my membership on
the DTP PMC and as a committer on datatools, datatools.incubator, and
tools.orbit. Although I will not be working on these areas directly, I
intend to remain active in the Eclipse community and hope to join other
efforts in the future.
