[dtp-pmc] Enablement creation review completed successfully

This morning we successfully completed the Creation Review for DTP
Enablement. This means that Enablement is now an official subproject of DTP
and can begin to staff up with committers, plans and contributions. I
really think that Enablement will provide extremely important functionality
to DTP, and look forward to working with the community to make this project
a success.
