[dtp-pmc] Bugs for RC5 build

In today's PMC meeting, we discussed bug status for the RC5 build (due this
Friday, 6/16). While it is very late in the game, and we certainly can not
afford to destabilize the code, we ask that bugs continue to be addressed
as possible. In particular we'd like to clean up the TVT bugs.
Concentrating on the "major" severity first and working down the list, we

In addition, there are a few in for validation, so a couple might reappear.

The PMC would like to ask the we address these bugs if the changes required
are low risk and simple. You do not need to petition dtp-pmc to deliver
changes for these (or other) TVT bugs.  (Other bugs: petition dtp-pmc for a
vote, and proceed if you receive at least 2 positive responses.)

If a bug can not be addressed by Friday, please notate the reason (high
risk, not enough time, etc.) in the comment section and set the resolution
state to LATER.
