[dtp-dev] DTP 1.5.1 now in Rampdown

The DTP 1.5.1 9/12 build is now posted on the download site. With this
build, DTP 1.5.1 enters its rampdown cycle. Builds from now through the
last possible for 1.5.1 (Wednesday, 9/26) will only be done based on
resolution of pre-approved bugs. Refer to the DTP 1.5.1 rampdown policy for
details:

Petitions to include bugs in 1.5.1 should use the Bugzilla PMC
"pmc_approved" field and should be delivered only after a "+" (positive)
vote by at least 2 PMC members.
