[dtp-dev] Plug-in version number updates and the DTP build

DTP committers,

For many DTP plug-ins, we've been required to keep the version number in
the manifest.mf file in synch with the plugin.version property in
build.properties. The DTP build system has been updated, however, and this
is no longer necessary: it is sufficient to change only the version number
in the manifest.mf file from now on.
