[dtp-dev] Assignment of DTP bugs

DTP Committers:

In cleaning up the DTP bug list, I noticed some bugs had been assigned back
to reporters. We should not do this:

1. Not everyone can assign bugs, and hence it is unlikely that the reporter
could re-assign the bug elsewhere
2. The reporter will get email notifications about any bug state changes,
so it is unnecessary to re-assign when looking for feedback

In short, DTP bugs should be assigned only to DTP members who are working
on the bugs, and never to other parties.
