[dtp-dev] DTP 1.5 nightly builds and build environment

We have resumed DTP builds toward the DTP 1.5 (Europa) release: the 1/16
nightly build is now on the download site. We have also created a Wiki page
detailing the build and test environments for DTP 1.5:
