[dtp-dev] DTP 1.0 API documentation available

The doc.isv plug-in has been updated for DTP 1.0 and is now available in
the SDK build (11/16). This is, in effect, the specification of all DTP API
to be declared in 1.0. Also note that all DTP 1.0 API are "provisional."

I have created a bug for adjustments to this plug-in through the 1.0
release (https://bugs.eclipse.org/bugs/show_bug.cgi?id=164877). Please add
all suggestions/corrections/etc. to that bug journal. If some
classes/extension points need to be added/removed, please note the
associated plug-in and package name in the bug comment.

Committers: Please take some time to review this isv plug-in content and
verify that all and only those elements you expect are present.
