We used to have a similer problem but it went away:

When I released TM 3.2.1 I think I made sure all the tests were green.

Can you reproduce the failure on your local machine? On my RHEL4 box with M20101006-0615 the test passes when I run it from the RSE "Test Suites" view:
  *** testOpenFileFromTarArchive(org.eclipse.rse.tests.subsystems.files.FileServiceArchiveTest) passed
  *** testOpenFileFromTarArchive(org.eclipse.rse.tests.subsystems.files.FileServiceTgzArchiveTest) passed
Perhaps some file system permission is missing on Hudson? Or out of disk space?

All currently known problems with testing have a "[testing]" tag, currently there's 4 open:
