Hi folks,

I had a discussion with Sharon yesterday on this. We believe that we can
classify the MWT libraries as an exempt pre-req. The thinking is that
people who plan to do MWT-based applications will already have the MWT
libraries. Either they downloaded them for their target OS (if it's an
open OS), or they receive the libraries with their embedded RTOS.

So changing this to exempt pre-req makes the IP process much simpler.
