Hm...

ANTLR 3.1 is already approved for parallel IP ("checkintocvs"),
if you can use 3.1 you can have it in CVS by means of a simple
piggyback CQ.

Do you really need 3.1.1 ? You will need a new CQ for every micro
update. Though review of micro updates is often faster because
only incremental changes get looked at.
