RE: [dsdp-pmc] PMC approval needed for committer vote forOtávio

Just like with the recent committer proposal for eRCP,
the track of records for Otavio is not too long yet.

But there's at least one long patch to review, and it
looks good, so I'm trusting the other TmL committers'
judgement. As the PMC, we still have the action item
to clearly define requirements / guidelines for the 
public track of records that we want from new
committers-to-be.

Just a couple of comments from a very brief patch review:

  * Full name is Otávio Luiz Ferranti, for the records

  * Copyright headers: Try to use consistent Eclipse standard
    for the Copyright years, i.e. Copyright (c) 2007, 2008 
    --> This will allow you to use the automatic copyright
        update tool from the releng.tools plugin

  * Code: Otávio's name includes a special character, you 
    should think early about how you want to handle it in 
    the code. What encoding do you want to use? UTF-8 or
    ISO-8859-1 or something else? If you don't think about
    this, then people editing the code on other Platforms
    (Windows, Mac, Linux) might eventually see garbage or,
    even worse, distort the original code when they commit
    something.
    --> Your safest choice is going with ISO-8859-1 everywhere,
        and avoiding special characters in the source code
    --> 2nd best choice is using UTF-8 and specify it in the
        project properties as the charset that you are using

All in all, I'm fine with Otavio though it would be great to
see more committer diversity in TmL. Have you asked Yu-Fen
to join the team? Take care not to scare away companies 
other than Motorola / Eldorado.
