This is likely due to p2 - the replacement for update manager. New 
plug-ins/features are only realized if they are properly installed.

Can you try putting the DSF plug-ins in to the "dropins" folder inside the 
eclipse install (should be at the same level as the /plugins folder)?

I'm having trouble installing DSF with eclipse M7.
If I unzip the DSF zip files into my plugins and features directory,
they do not appear when I start eclipse...

I had the same problem with CDT.  Francois had to show me how
to download it from the site:

Was anyone able to install the DSF zip files yet?

The DD build should be available shortly although it was built against 
M6 version of CDT.  CDT 5.0 M7 (build I.I200805021701) is still being 
tested and it won't be finilized at least until end of the day today.
