Thanks for putting this together Nathan.

The plan looks good.  I see you mentioned moving JDQL to Jakarta Query if it is accepted.
Should we also make mention of allowing configuration of Jakarta Data via Jakarta Config if that is accepted as well?
Also instead of "... more to be added" could we put something like, "For a detailed list of issues see: https://github.com/jakartaee/data/milestone/4"

I started a draft release plan for Data 1.1 in response to a request from the Jakarta EE platform which is starting to plan ahead for Jakarta EE 12.  The Jakarta EE 12 release plan is here: https://jakartaee.github.io/platform/jakartaee12/JakartaEE12ReleasePlan  The main point of this is to start collecting a list of the significant features to include.  I had to put a projected date into the plan, so I temporarily filled in something that matched the Jakarta EE 12 schedule, but we are certainly welcome to put out a release sooner.  It is likely we will need a release of some sort around that timeframe though in order to cover Java SE 25, currently a requirement of Jakarta EE 12.
