[cross-project-issues-dev] Staging for SimRel 2024-09 RC1 is Complete

The staging repository content of
https://download.eclipse.org/staging/2024-09/
has been promoted to the following repository for 2024-09 RC1:
https://download.eclipse.org/releases/2024-09/202408301000/
This is ready for consumption by EPP.
It will become visible in the composite as scheduled Friday, August
30, 2024:

We're down to effectively just these 4 avoidable duplicates:
The two antlr are here to stay because migrating from one to the
other is difficult and likely to lead to performance
regressions. Fully migrating from javax to jakarta should
eventually eliminate the others, but I'm not holding my breath on
that front.

The effort to eliminate outdated 3rd party dependencies has
effectively stalled in its current state with little hope for
further progress:

The best I can do personally is create PRs. This a CVE problem
just waiting to happen, and for which we will then need to react
on an emergency basis rather than now on a proactive basis. I
understand why this is a difficult problem though.
