It isn't a lock icon it is a toolkit emoji (🧰)  for the URL and it links to

https://download.eclipse.org/justj/?file=datatools/updates/nightly/latest

which shows the raw underlying content of the file system on the download server at that location, also showing the full URL of that location:

The following two URIs are quite handy for inspecting the raw contents of both servers, especially when an index.html/index.php is present that will otherwise prevent one from seeing the underlying contents:
