Hi,

     The solution mentioned by Matthias with <repository-reference> in category.xml and Tycho 2.4 works fine for us.

We still have several git to update but we are progressively migrating away from the jboss plugin.

For those who still uses our repository-utils plugins, our infra team indicates the 503 are due to new Infra changes and Load balancing/SSL issues. It can stills occurs buut less frequently.

This failure was cached in the local repository and resolution is not reattempted until the update interval of org.jboss.tools.tycho-plugins has elapsed or updates are forced. Original error: Could not transfer artifact org.jboss.tools.tycho-plugins:repository-utils:pom:1.7.0 from/to org.jboss.tools.tycho-plugins (https://repository.jboss.org/): transfer failed for https://repository.jboss.org/org/jboss/tools/tycho-plugins/repository-utils/1.7.0/repository-utils-1.7.0.pom, status: 503 Service Unavailable -> [Help 1] 

We had similar issues with the EGit build last year and therefore stopped using org.jboss.tools.tycho-plugins:repository-utils.

If you use this plugin to link associated p2 repos you can replace that by <repository-reference>s in category.xml, available since tycho 2.4.0: https://git.eclipse.org/r/c/egit/egit/+/186129
