Where is the -Djava.security.manager=allow option coming from?

Hi,

A JustJ JRE for Java 18.0.0 milestone is available for testing:

I've installed the Eclipse SDK 4.24 using it, and all appears to work well, including JDT's Java 18 enhancements.

I generated this option into the eclipse.ini, but I don't know if that's really necessary/useful:

-Djava.security.manager=allow

If anyone has the time to test this in addition to my testing on Windows 10 and runs into a problem, please open a bug.

Note that EPP's package will continue to ship with a JustJ Java 17 JRE for the foreseeable future, i.e., probably until the next long term support version.
