Not sure if our webmaster can do here anything, or is this just a generic github reliability issue?

Hi,

we are facing some build issues with EASE and Tracecompass projects:
both depend on an external p2 site hosted on github. Sometimes the
external site cannot be queried, probably due to quota issues on
github?

So the question is whether eclipse provides some means of buffering, eg
through artifactory? If not: under which circomstances could we mirror
the p2 and provide it as jenkins artifacts?
