We got an outage that causes ALL our builds to fails, too.
Our Nexus repo is now back online and you should be able to run your builds successfully.

Stop depending on repositories which don't have SLAs that fits your project ;)
I sincerely recommend you consider stopping usage of the org.jboss.tools.tycho-plugins stuff, they're very old, not so well maintained and the most interesting ones have been workarounds for features that are now better incorporated directly in the download.eclipse.org infra (eg browsing repositories, note about how to install), or in Tycho (eg repository-reference).
