The time stamping server was unreachable for a couple of minutes which lead to the error you've had. It's now back online and the service is working properly.

Note that the time stamping service is not (and cannot be) provided by the Eclipse Foundation and we are not a time stamping authority (TSA), so we have to rely on external service.
