Judging from https://wiki.eclipse.org/SimRel/Simultaneous_Release_Cycle_FAQ#Aggregation_model_is_inconsistent you need to update the contacts also in the simrel.aggr file.

Captured in the thread below is the issue: our birt.aggrcon git commit for 2019-06 is being held up in code review, and it failed in a simrel CI build:
