[cross-project-issues-dev] httpclient version for SR

Folks,

A new provider has been offered to ECF [1] that solves several of the 
proxy issues experienced with the apache httpclient provider [2] in some 
environments.

This provider is dependent upon at least versions 4.5.6 of httpclient 
and 4.4.10 of httpcore.    Consequently, ECF is preparing to move to 
using 4.5.6/4.4.10 from Orbit.

In the past there have been problems with multiple versions of 
httpclient/httpcore bundles in the SR repo and so this note is to make 
all simultaneous release projects aware of these plans so that 
consistent versions of httpclient and httpcore can be used for 2019-06 
by all participating projects.
