The Wiki, ci.e.o and Eclipse Marketplace all share the same set
of webheads. Sometimes something happens to MarketPlace
specifically and it really slows down ci.e.o and Wiki.
We're looking into splitting things to help avoid these
situations.
There are no Internet Pipes in NC :-D

In other news, it appears wiki.eclipse.org is ALSO dead
(on https). isitupordown claims it's up, but that's only
checking http.

long to respond / ERR_TIMED_OUT":

So yeah... looks like a failure to https.
HIPP6 but also Simrel-CI isn’t
reliably reachable for me as well. It seems to get
stuck at TLS handshake. Sometimes it works,
sometimes it times out. Have there been any
updates to encryption libraries? Yesterday Github
had a similar issue, unfortunately I have no idea
how they have fixed it.
