Perhaps the helpful copyright tooling that I use every year at
about RC2 will be updated in time to offer EPL 2.0 upgrading.

forking from EPL 1.0 to
EPL 2.0 (without Secondary License)
EPL 2.0 With Secondary License
The former, 3.1 in the FAQ, is easy. The latter is hard.
