[cross-project-issues-dev] LDT repo doesn't exist for Neon_maintenance

The ldt repo specified in ldt.b3aggricon for the Neon_maintenance release specifies
http://download.eclipse.org/ldt/releases/milestones/1.4M3 which doesn't currently exist.

It appears possibly that an ldt aggregation has wiped out the milestones directory as the
composites have no children.

I have modified it temporarily to releases/stable/1.4 so that the aggregation would
validate locally and pass for gerrit.  I have cc'd all the ldt maintainers listed above.

Could one of the LDT folks fix this if necessary to a milestone release or else confirm
that it should be as I have modified it?
